The Special Representative and head of the UN Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), Leila Zerrougui said that it is to be hoped that the new government team will soon be installed and “the expectations of the Congolese population are immense. It is crucial not to make it wait too long, nor to lose it.”
Briefing the Security Council today (18 Mar) on the situation in the Democratic Republic of the Congo (DRC), Zerrougui noted that the handover, the first in the recent history of the DRC, was peaceful between an outgoing president and an elected president. However, she stated that she will not conceal the fact that the results of the polls were contests by a fringe of opposition but the Mission can also affirm that the majority of Congolese and Congolese have welcomed with relief the inauguration of President Tshisekedi.
The Special Representative also noted that the two sides have agreed last week on the next appointment of a trainer who will in fact be the future Prime Minister of the Republic. And it is to be hoped that the new government team will soon be installed and operational and will be able to work according to the guidelines President Tshisekedi's program.
She said, “the expectations of the Congolese population are immense. It is crucial not to make it wait too long, nor to lose it. These expectations towards a better life, materialized by an easier access education, care and employment, and an existence sheltered from fear and threats, constitute one of the greatest is facing the authorities currently in place.”
Zerrougui also highlighted, “there are real opportunities to consolidate peace and security in more provinces of the country following voluntary surrender hundreds of fighters from armed groups or wish expressed to do it, thanks to the change of presidential power.”
She mentioned one of the other current challenges will be to be able to seize these opportunities by quickly identifying reintegration options for these ex-combatants within their communities.
The Special Representative said, “we must support the Government in its efforts to honour the expectations of the Congolese population; to advance political dialogue and collaboration; and to seize the opportunities which we are now seeing for a sustainable reduction of armed groups in some areas.”
